  1. First stage – registration with the register for foreigners under art. 113, para. 1, item 3 of the FC willing to adopt a child with usual residence in the Republic of Bulgaria:
  2. Application to the Minister of Justice of the Republic of Bulgaria, containing:
    a. Short presentation about the adoptive parent – name, nationality and citizenship, No of the ID document, date and place of birth, country of usual residence and address;
    b. short history of the adopters family;
    c. information about the economical and social status of the adopter;
    d. information about the health condition of the adopter and the members of his family;
    e. information about the central organ and the accredited organization in the country of habitual residence of the adopter, that will intermediate to the adoptive parents, including persons for contact, address, phone, representation, conditions of the license of the accredited organization and the accredited organization under art. 116 FC /Bulgarian accreditation organization/.
    f. Characteristics of the child wished for adoption, in accordance with the permission for adoption, including characteristics of the health condition and/or the development, which the adopter accepts.
    g. Motivation for adoption
    h. Date and signature.
    2. Permission for adoption of a child, according to the law of the state, in which the adoptive parent usually resides in.
    3. Certificate issued by the competent authority that we are not deprived of parental rights;
    4. Home Study about the adoptive parent prepared by a licensed agency accredited according to the Hague convention at the habitual residence of the adoptive parent, containing:
    information about the family members including their health status.
    5. License of the agency prepared the home study, accredited according to the Hague convention
    6. Medical Certificates for the health condition of each of the adoptive parents, issued by a physician, containing an assessment of the physical and psychical condition of the person, based on previous and current diseases, the document contains also data about the treatment / lack of serious chronic, contagious and venereal diseases, AIDS, tuberculosis, etc., which are dangerous to their life and shall be issued not earlier than one year of the submission of the request under item. 1;
    7. Certificate of criminal record for each of the adoptive parents;
    8. Marriage license. In case of adoption by spouses, the Home study shall contain date for both of them.
    9. Power of attorney in favor of the Foundation for representation of the adopters in the adoption procedure;
    10. Contract and appendixes 1 and 2 /list of documents/
    11. Copy of a document for identification
    12. Declaration by the adopter about the characteristics of the child, wished for adoption, according to the permission for adoption, including the characteristics if the health condition and/or the development, that he accepts and the motivation for adoption
    13. Document for paid state fee
  3. Second stage – after receiving a certificate for starting a procedure for adoption and a meeting the child referred to us:
    1. Written consent or denial of the adopter for the adoption
    The consent shall contain the statement of the adoptive parent on the following:
    a. statement that he is informed about the health condition of the child;
    c. statement that he is informed about the consequences of the adoption;
    d. statement that he has personally met the child;
    e. consent that the court stage of the adoption shall be started.
    2. Notarized declaration stating that the child adopted by us shall not be given for another adoption;
    3. Notarized declaration stating that the child adopted by the adoptive parents shall not be subjected to experimental treatment and that no part of his/her body will be used for medical purposes of donorship before the child dies;
    4. Notarized declaration stating that our consent for adoption is not bound with material benefit;
    5. Declaration by the foreign accredit agency for a post-adoptive monitoring for two years, with preparation of a report every 6 months from the date of the court decision for adoption of the child. In the declaration shall be pointed the competent authority, that will conduct the post-adoptive monitoring and will prepare the post-adoptive reports.
    6. Certificates for paid state fees.

III. Exceptional article
In case the adoptive parent is prevented from the establishment a personal contact with the child due to a disease, financial obstacles, urgent work engagements or obstacles, related to transportation, in accordance with the reasons set forth in Art.32, paragraph 2 of Ordinance No. 3/2014 of the Minster of Justice, the adoptive parent shall submit declaration with notarized signature, containing a statement, that he accepts the risk for the origin and future physical and
mental status and development of the child as well as the reasons for the lack of personal contact established.

  1. Requirements for the documents:
    The adopter presents new decision on adoption of a child according to law of the country of residence in one month period after the expiry of validity. Together with the new decision a new social report is presented or a competent authority, that there is no change in the circumstances of the previous home study.
    The adopter in written manner annually according to the date of entry confirms the wish to adopt a child with habitual residence in the Republic of Bulgaria. The declaration contains a statement of the presence or lack of changes in the circumstances, in which he is registered in the register, and the characteristics of the child, he wishes to adopt.
    All documents listed in this Appendix shall be notarized and apostilled.
